Join us in this Democracy Circle to connect and support each other around our concerns about the brutal invasion of Ukraine, the largest free country in Europe. Everyone is welcome. We especially invite Ukrainians to come and share their experiences and concerns. Come and share how you are being personally impacted by the war.

> SUPPORT DEMOCRACY: Small group dialogue circles, where everyone is able to speak and be heard and make decisions together, are the core of democracy. Taking part in these circles supports building and spreading democracy skills.

The core of democracy is that the people can dialogue with each other and creatively negotiate ways to address their mutual needs. It is a ‘Power With’ way of relating with each other versus an authoritarian ‘Power Over’ way of being that dominates with physical force and fear. What we see in Ukraine is an authoritarian attempt by Putin to dominate Ukraine.
> We will use a powerful dialogue process (Empathy Circles) that is based in and supports democracy to discuss the issues.
> We will divide into democracy circles of 4 to 6 participants.

Why now, and why Ukraine? ~Timothy Snyder
In 2014, the Russian invasion of Ukraine was part of a larger offensive against democracy in Europe and the United States. Russia was able to drive its own political memes through western media, and even create doubt about its own offensive operations as they were underway.
Russia’s propaganda victory in Ukraine in 2014 spurred it on to cyber warfare against members of the European Union and the United States. This time around, Russian propaganda has been much less effective. It seems clunky and dull.
Putin’s threat to invade Ukraine is clearly linked to Europe and the United States, but this time perhaps in a different way. Rather than invading without warning, Russia has ostentatiously prepared for an invasion and then warned the West that whatever happens is all their fault. Russia has elbowed the Europeans aside, insisting on speaking directly with the Americans. This has brought Ukraine (yet again) to American domestic politics, in a configuration that is awkward for President Biden. Perhaps that is the point.
Moscow prefers a Trump administration to a Biden administration.
Trump has said that he would withdraw the United States from NATO in a second term.
Anything that weakens Biden might then be regarded as in the Russian interest, or rather in the interest of the Putin regime.

But it was published right in the middle of the Russian media landscape during a Russian war of destruction explicitly legitimated by the Russian head of state’s claim that a neighboring nation did not exist. It was published on a day when the world was learning of a mass murder of Ukrainians committed by Russians.
Russia’s genocide handbook was published on April 3, two days after the first revelation that Russian servicemen in Ukraine had murdered hundreds of people in Bucha, and just as the story was reaching major newspapers.
The Bucha massacre was one of several cases of mass killing that emerged as Russian troops withdrew from the Kyiv region.

As a historian of mass killing, I am hard pressed to think of many examples where states explicitly advertise the genocidal character of their own actions right at at the moment those actions become public knowledge. From a legal perspective, the existence of such a text (in the larger context of similar statements and Vladimir Putin’s repeated denial that Ukraine exists) makes the charge of genocide far easier to make. Legally, genocide means both actions that destroy a group in whole or in part, combined with some intention to do so. How Do We Break the Cycle Of [sanctioned] Political Violence?

As US District Judge Reggie Walton, a Bush appointee, said this week when sentencing a January 6th insurrectionist:
“I think our democracy is in trouble because, unfortunately, we have charlatans like our former president who doesn’t, in my view, really care about democracy but only about power.”
Whether America should add political violence to our existing hate crime laws, create a new category of political hate crime, or deal with our crisis of political violence in some other way is best left to a healthy debate within our legislative branch of government.
But when a guy shooting up a subway car is charged with terrorism, but a group kills six people and seizes the US Capitol while trying to end the rule of law in America isn’t, something is out of kilter. Congress must act.
